The instinct when dough clings to hands and bench is to add flour. That works in the moment and damages the loaf, because stickiness is rarely a water problem.

Water in a developed dough is held, not free

As gluten forms and organises, it binds water within the network. The dough's surface then feels tacky rather than wet, and it releases cleanly from a surface.

Early in mixing that network barely exists, so a great deal of water sits free at the surface and the dough behaves like paste.

The same dough handled twenty minutes later, after some rest and folding, feels entirely different without a gram of flour being added.

Adding flour changes the recipe permanently

Flour worked into the surface lowers the dough's hydration, and the effect is cumulative across every handling step.

The finished loaf is drier, tighter and smaller than intended, and it stales faster because there is less water in the crumb to begin with.

It also produces streaks where dry flour was folded in and never hydrated, which show as pale seams in the baked crumb.

What actually stops the sticking

Wet hands and a wet scraper release dough far better than floured ones, because water prevents adhesion without altering the dough.

A firm confident movement helps more than a tentative one, since dough sticks to slow contact and releases from decisive handling.

A bench scraper is the specific tool for this. It lifts and turns dough without the hands ever having to grip it.

Sometimes the dough genuinely is too wet

Flour absorbency varies, and a formula written for a stronger flour will be too slack with a weaker one no matter how well it is developed.

The distinguishing sign is behaviour over time. Underdeveloped dough improves with rest and folding, and over-hydrated dough does not.

The correction there belongs at mixing, holding back a portion of the water and adding it only once the dough has come together.

Over-fermentation looks the same and is not

Dough that was manageable and then turns sticky and slack has usually fermented too far, and its gluten is being degraded by acidity and enzymes.

That stickiness is different in character, wetter and looser, and the dough tears rather than stretching when pulled.

No amount of flour or folding recovers it. The remedy is shaping immediately and baking it as it is, and shortening the bulk next time.
