Your oven dial is a suggestion and a cheap thermometer proves it
Domestic ovens routinely run twenty degrees away from their setting and swing thirty degrees either side of it as the thermostat cycles.

Treat the sections below as a sequence. With oven temperature accuracy, getting the early decisions right makes the later ones much easier.

What the dial is doing
An oven thermostat switches the heating element on and off to hold an average around the setpoint, not a constant value. The actual air temperature therefore rises above and falls below the setting continuously, often by fifteen to twenty degrees each way.
The sensor sits at one point in the cavity, which may be nothing like where your tin is sitting. On top of that, the calibration itself can be out by twenty degrees or more, particularly on an older oven. So a dial set to 200C might mean an average of 180C swinging between 165 and 195 where the food actually is.
Measuring what you have
A hanging oven thermometer placed where you normally bake tells you the offset within one preheat cycle. Leave it there for twenty minutes past the ready signal and watch how far it swings between the extremes. Doing this on two or three shelves maps the hot and cold zones, which most ovens have in abundance.
At oven temperature, write the offset on a label near the dial, since you will not remember which direction it goes. This exercise takes half an hour once and improves every bake afterwards.
Preheating properly
Most ovens signal ready when the air reaches temperature, long before the walls, shelves and door glass have caught up. That means the cavity has almost no thermal reserve, so it drops sharply the moment you open the door. Giving an extra ten to twenty minutes after the ready signal lets the structure absorb heat and stabilise.
By the second rise, for bread and pizza, where a hot start matters, forty five minutes with a stone or steel inside is not excessive. The difference between a properly saturated oven and a nominally preheated one is very visible on a loaf.
Adding thermal mass
A baking steel, a stone or even a heavy cast iron pan left on a lower shelf stores a large quantity of heat. That reserve refills the cavity quickly when the door opens, reducing the temperature drop and shortening the recovery.
In the tin, it also damps the thermostat swing, giving a more even temperature through the whole bake. The cost is a longer preheat, since the mass has to be brought up to temperature first.
For anything where oven spring matters, the trade is worth it several times over.
Hot spots and rotation
Almost every domestic oven bakes unevenly, usually hotter at the back and near the element. Rotating a tray halfway through the bake evens this out, provided the structure has already set. Baking two trays at once makes it worse, since the upper tray shields the lower from radiant heat.
If you must use two shelves, swap their positions as well as rotating them. A single tray in the middle of the oven is the most reliable arrangement available.
Weigh rather than scoop wherever a recipe leaves you the choice.
Adjusting recipes to your oven
Once you know your offset, adjust the dial rather than the recipe, since the recipe was written for a real temperature. If your oven runs fifteen degrees hot, set it fifteen lower and everything published will behave closer to as written. Where a recipe fails consistently in a specific way, the oven is the first thing to check rather than the last.
In the tin, pale tops with dark bases, or dark edges with raw middles, are oven symptoms rather than recipe faults. Very few kitchen problems are as cheap to diagnose as this one.

Can I recalibrate the oven itself?
Many ovens have a calibration offset in the settings menu, and gas ovens often have an adjustable thermostat screw. If yours does, setting it correctly once is better than remembering an offset forever.

Because they are measuring different points in a cavity that is not uniform, and one of them may also be poorly calibrated. Trust the one sitting where the food is.
