Shelf Position Changes Which Surface Of The Bake Sets First
An oven heats unevenly by design, and moving a tray up or down alters the balance of radiant heat from the elements, which decides whether the top or the base browns faster.

The same tin in the same oven at the same temperature bakes differently on different shelves. Radiant heat falls off with distance, and shelf position is a real control.
Elements radiate as well as heat the air
A conventional oven has heating elements at the top, the bottom or both, and each radiates directly at whatever is closest to it.
Radiant heat weakens sharply with distance, so a tray near the top element receives far more direct radiation on its surface than one in the middle.
The air temperature may be broadly uniform, but the radiant load is not, and it is radiation that browns a surface fastest.
The base has its own heat path
Heat reaching the bottom of a tin travels by conduction through the metal and through whatever the tin sits on.
A low shelf near a bottom element, or a preheated stone, gives strong base heat, which is what pastry and bread bases need to set and dry.
The same position under-browns the top, which is why bakes that need both often move shelves partway or use a hot surface below and a short blast above.
Which bakes want which position
Pastry cases, pizza and free-form breads want strong base heat and go low, so the bottom sets before the filling can soak into it.
Cakes and delicate sponges generally go in the middle, where the radiant load is most balanced and neither surface races ahead.
Meringues and anything that must dry rather than colour go low and slow, well away from direct radiation from the top element.
Fan ovens narrow but do not remove the difference
Circulating air evens out the air temperature considerably, which is why fan ovens tolerate multiple shelves better than conventional ones.
Radiant heat from the elements still exists, and the airflow itself is not perfectly uniform, so a shelf directly in the flow path browns faster.
Trays also block airflow. Two full shelves in a fan oven shade each other, and the lower one bakes more slowly than it would alone.
Finding your own oven's behaviour
A tray of similar items baked on one shelf and watched shows the pattern quickly, since the fastest-browning corner is usually consistent.
Once known, the correction is trivial: rotate partway, or offset the tray, or move a shelf down for the second half of the bake.
Recipes cannot supply this because it varies by oven. Shelf position is one of the few instructions worth translating rather than following literally.

Can I use unglazed quarry tiles instead?
Many people do, and they work reasonably well for the price. Choose unglazed tiles rated as food safe, leave gaps for air, and accept that they are more fragile than a purpose-made stone.
Is a steel worth it if I only bake bread in a pot?
Less so, since the pot already gives you excellent heat transfer and steam retention. It still helps by stabilising the oven, but the marginal gain on the loaf itself is small.
