Savoury pies fail differently from sweet ones, and the reason is almost always water arriving from the filling during the bake rather than any fault in the pastry.
Raw ingredients release liquid on heating
Vegetables are largely water held in cells, and heat ruptures those cells. Meat loses moisture as its proteins contract and squeeze liquid out.
All of that liquid appears inside a sealed case, where it has nowhere to go except into the pastry or out through a weakness in it.
A sweet fruit filling does the same thing, but such recipes almost always include a starch to bind the released juice. Savoury fillings often do not.

Cooking the filling before it goes in drives off a large share of the water and lets the cook see how wet the mixture actually is.
