Cake flour at 8 per cent protein versus plain at 11: what changes
Protein content sets how much gluten can form, and in cake, gluten is the enemy of tenderness rather than the source of structure.

Both approaches to flour protein content in cakes work. What differs is what they cost you, and the cost is what this sets out.

Why cake wants weak flour
In bread, gluten is the structural network that holds gas and gives chew, and strong flour is chosen deliberately. In cake, structure comes mostly from egg protein and gelatinised starch, and gluten simply makes the crumb tough.
A lower protein flour can only form a limited network no matter how enthusiastically you mix it. That gives you a margin for error, which matters because home bakers routinely overmix cake batter. What the numbers mean
Cake flour typically sits around seven to nine per cent protein, plain or all-purpose flour around nine to eleven, and bread flour twelve or above. These figures vary by country and by mill, and packaging in many places does not state them at all. Where nutrition labels give protein per hundred grams, that figure is a reasonable proxy for the flour strength.
The dough tells you first: soft wheat varieties grown in cooler, wetter climates tend to be lower in protein than hard wheats. If you cannot find the number, judge by behaviour: weak flour feels softer and finer between the fingers.
Chlorinated cake flour
In some countries cake flour is chlorinated, which lowers its pH and alters the starch so it absorbs more liquid and sets earlier. That treatment is why certain high ratio recipes, with more sugar than flour by weight, work at all. Chlorination is not permitted everywhere, so the same recipe can behave differently in different countries.
If a very high sugar recipe sinks for you and not for the author, this is a plausible explanation worth knowing about. Untreated low protein flour is still weaker than plain flour; it just does not have the extra absorption.
Making a substitute
Replacing two tablespoons of every cup of plain flour with cornflour is the usual home approximation, which works out near ten to fifteen per cent by weight. The cornflour is pure starch, so it dilutes the protein and lowers the effective strength of the mix.
At oven temperature, sift the two together at least twice, because cornflour clumps and an unmixed pocket bakes as a chalky spot. This gets you closer to cake flour but does not replicate chlorination or the fineness of a milled soft flour.
For most home cakes it is a perfectly good answer and costs nothing.
When plain flour is fine
Robust cakes such as fruit cakes, carrot cakes and heavy chocolate cakes are unharmed by a little extra gluten. Their structure is carrying fruit, nuts or a lot of liquid, and a slightly stronger crumb is an advantage. Delicate sponges, angel food cake and anything advertised as velvety are where the weaker flour earns its place.
Bread flour in a cake is almost always a mistake, producing a tough, chewy, slightly bready result. If you keep only one flour, plain flour with cornflour on hand covers nearly everything.
Weigh rather than scoop wherever a recipe leaves you the choice.
Mixing technique compensates
Whatever the flour, the moment it meets liquid gluten begins forming, and every stroke after that develops it further. Folding by hand rather than beating on a machine is the single largest reduction in gluten development available.
At oven temperature, reverse creaming coats the flour in fat first and limits gluten regardless of protein content. So a strong flour handled gently can outperform a weak flour beaten hard. Flour choice sets the ceiling; technique decides how close to it you land.
