A Soaker Stops Whole Grains From Stealing Water From The Dough
Cracked grains, seeds and flakes absorb water slowly and will take it from the crumb after mixing, so pre-soaking them keeps the dough's hydration where the baker intended.

Adding seeds or cracked grain straight into a dough produces a drier, tighter loaf than the recipe suggests. A soaker prevents that, and the mechanism is simple absorption.
Dry inclusions are hydration sinks
Whole and cracked grains, rolled oats and many seeds are dry and porous. Placed in a wet dough, they take up water continuously until they are saturated.
That water comes from the dough. The baker measured hydration for the flour, but a share of it is diverted, and the effective hydration of the crumb drops.
The absorption is slow. It continues through mixing, bulk fermentation and often into the bake, so the dough gets progressively stiffer rather than failing immediately.
Hard particles also cut the network
Dry cracked grain has sharp edges. Suspended in a developing gluten network, those edges sever strands in the same way bran does in wholemeal flour.
Soaking softens them. A hydrated grain is pliable and deforms around the gluten instead of slicing through it, so the dough retains more of its gas-holding ability.
The difference shows in loaf volume. The same formula with soaked and unsoaked inclusions produces noticeably different heights from identical proofing.
How a soaker is put together
A cold soaker is simply the inclusions covered with water and left for several hours or overnight, sometimes with a little of the recipe's salt.
A hot soaker uses boiling water, which speeds absorption and partly gelatinises the starch in the grain. That gives a softer inclusion and a slightly sweeter flavour.
Either way the soaking water is counted as part of the recipe's total, not added on top. Otherwise the loaf swings the other way and becomes slack.
Soakers change keeping quality
Water held inside a gelatinised grain is not free to migrate as readily as water in the crumb, so it leaves the loaf more slowly.
Breads with substantial soakers therefore stay moist longer than their hydration alone would suggest. This is much of why seeded and multigrain loaves keep well.
The effect is related to what a cooked flour paste does in an enriched dough, though a soaker adds texture and flavour where a paste adds only moisture retention.
When to skip it
Fine flours do not need soaking, since they hydrate quickly during mixing and the rest that follows.
Small quantities of seeds used as a surface coating are also fine dry, because they never enter the dough and never compete for its water.
Oily seeds absorb comparatively little water and can often go in directly, though toasting them first changes the flavour considerably and is usually worth the step.
