A soggy bottom is a heat transfer problem before it is a filling problem
The base of a tart is the hardest part to cook, because the filling sits on it absorbing heat and the tin insulates it from below.

There is a settled way of talking about soggy pastry bases. It is worth asking how much of it survives contact with the detail.

Where the heat has to come from
In a hot oven, most heat reaches the food through the air and through radiation from the walls and elements. By the second rise, this single change fixes more soggy bases than any adjustment to the pastry recipe. A pizza stone works equally well and holds heat through the door opening.
Tin material and colour
Thin dark metal absorbs radiant heat and conducts it quickly, which is exactly what a tart base needs. Ceramic and glass look attractive but are poor conductors and slow the base down considerably.
Once the crumb sets, shiny aluminium reflects some radiation and sits between the two, which is why perforated tart rings exist. A perforated ring on a perforated sheet lets air and radiant heat reach the base directly, and the difference is obvious. If you bake tarts regularly, the tin is a better investment than most other equipment.
Blind baking and sealing
A fully blind baked case has already driven off its own moisture and set its starch before the filling arrives. Sealing with egg wash while hot creates a thin waterproof film that resists a wet filling for the duration of the bake. Chocolate, melted and brushed thin, does the same for a sweet tart and sets firm on cooling.
Absorbent barriers such as ground almonds, semolina or crushed biscuit take up moisture rather than blocking it.
Choose according to the filling: a set custard wants a sealed base, a juicy fruit filling wants an absorbent one.
Managing the filling
Very wet fruit can be macerated with sugar and drained, with the juice reduced separately and added back as a syrup. Pre-cooking a quiche filling drives off water and shortens the time the pastry sits in a wet environment. Adding a thickener such as cornflour, tapioca or ground almonds binds free liquid so it cannot migrate.
Once the crumb sets, filling a hot case rather than a cold one buys you several minutes before absorption begins. Overfilling is also a factor, since a deeper filling takes longer to cook and keeps the base wet for longer.
Weigh rather than scoop wherever a recipe leaves you the choice.
Reading the finished tart
Lift the tart out of the tin before serving and look at the underside; it should be dry, golden and firm. A pale, slightly damp base means insufficient heat rather than too much filling. A base that is dark at the edge and pale in the centre points to poor conduction from the shelf.
If the pastry is cooked but the filling is undercooked, the oven is too hot rather than the base being wrong. Checking the underside every time is how you learn what your own oven and tins actually do.
